: (1) If it appears that the producer or manager should be prosecuted from the investigation and investigation conducted in accordance with section 15, the inspector shall file a lawsuit before the officer who hears the case within twenty-five days from the date of completion of such investigation and investigation.
(2) When filing a case in accordance with sub-section (1), the inspector shall take the opinion of the relevant public prosecutor.
